Envoy Arctus is veteran of the Crusade of Anthur against the monsters that held the old city one year ago. But since then fate of the Crusade become unclear and Envoy Arctus is organizing important relief expedition. He needs more men and ships. It's high politics.
Backstory
Envoy Arctus have residence in the town of Narthis where Teldorians have one of their embassies.

- When pointed at a fact that Geldryn were able to endure the Horrors and the Fall (Ancient Lore (2)) along Teldorians the Envoy Arctus breaks briefly his ever polite façade and shows his attitude towards them.

Notes
The fortress of Taldaur stands tall and mighty, but its halls are almost empty. Only a few Teldorians survived the Horrors and the Fall. So few that they are not able to form a Kingdom, nor even a town.
